Can i list products and allow only offline sales?

If the seller is selling things offline, who is going to place the orders and who is to complete them?
Selling products offline and displaying them online and managing the both can a be a painful task for you. You can let the sellers make a customer account as well to order. And the sellers will then complete their own order and keep the details of the products.
I think classified system would be better regarding this purpose.

Did you check the 2 example links i mentioned in my post?
If the seller is an “Individual” and the buyer is an “Individual or Company” then allowing online orders and payments is very dangerous (scam accounts, phishing etc.)
The only safe thing to do in the above scenario is to give the registered seller (Individual) the ability to list one or more products, and then allow only “Product Enquiry” for those products (no add to card functionality) from a Buyer.

I can’t figure out how to allow only product enquiries (no online payments / add to cart etc.) for those products.

Can the above 2 plugins give me what i want?

The idea is to mix classified products from individuals with my dokan vendor products.
We have wp user front end pro and we can use it to allow registered users to add products from the front end.
The only thing i can’t figure out how to do it is to remove the add to cart for the above products and allow only product enquiries.
Is the above setup possible with dokan?

You would need to hire a developer to custom code that for you.

You already have Dokan and that already have the frontend feature. So you would not need User Frontend I guess. You can just buy the “product-inquiry” add-on and hire a developer to customize things for you.
